Pannier Frames (only)

I've had a wander through the various threads and comments around here and read what others have said. It seems that both these options definitely seem to be considered at the top of the heap but I still wonder whether there is any specific differences worth considering - construction, quality, price, ease of installation ........etc

No experience with touratech frames, but i also had the idea of doing this ie buy a frame and us soft luggage but then in the end made my own frame from 12mm solid bar, and 3m thick flat plate.

I also bought a set of cheap alpo panniers and bolted them onto the frames for luggage when i need it.
