It seems that both these options definitely seem to be considered at the top of the heap but I still wonder whether there is any specific differences worth considering - construction, quality, price, ease of installation ........etc

No experience with touratech frames, but i also had the idea of doing this ie buy a frame and us soft luggage but then in the end made my own frame from 12mm solid bar, and 3m thick flat plate.
I also bought a set of cheap alpo panniers and bolted them onto the frames for luggage when i need it.
