Beam adjustment/crappy high beam

I swapped out the original bulbs in the headlight for Osram Nightbreaker unlimited recently and last night was the first ride in the dark. I was flashed a couple of times by passing cars (while using the low beam) and got concerned. I parked the bike in front of a dark wall and tried the beam adjuster screw without seeing any difference, though I didn't sit on the bike while doing the adjustment. I also realized that the high beam doesn't seem to add much, if anything, to the beam pattern. Link to photo of comparison below: shouldn't the main beam provide further lighting rather than less? (Left is low beam. Right is main beam).

The main does throw some light almost straight up (not visible in picture) but I don't see how that's any help. Given that I've fiddled a lot with the adjutment screw I have no idea how the current setting is compared to the original one, but shouldn't the main beam shine further than the low beam regardless of setting?
