Problem with triple clamp bushings

Hi, I mount a renthal fabar with OTR risers 3cm. Because my triple lamp bushing (the right one) was to loose I order a new set of bushings in OTR.
The problem now is, the bushings are to soft and the risers are made of two pieces. The handlebar is to lose and when I force it, it rotates... Something is not right...

Any suggestions? Yamaha only sell the complet triple clamp...

silly question ..
are the bolts tight... real tight..

both the top & bottom rubbers should have a combined
length less than the thickness of the triple clamp so
they tighten up...

Yes, it is everything well tight... The only thing I see is the rubber is to soft...
At the moment the only solution I can see is change the triple clamp...
