Brake Discs rusting

Hi folks, does anyone know the best way/or product for removing rust from the discs.
I went to give my bike a little spruce up yesterday and couldn't believe the amount of rust on the discs especially the rear rotors. I tried my anka de manka spray (brake cleaner solvent) but this only removed the light brake dust and surface rust leaving some more heavy deposits.
To be fair the bike is kept outside but surely it shouldn't be this bad after only 5 months?????? My last bike was a suzuki fer petes sake and they didn't even rust this bad after 8 years!!!!!!!

Also while I am here dose any one know what the little weight things are on some of the spokes on the wheel???? and has anyone needed to have their spokes tightened as one or two of mine feel not loose but move slightly and sound dull compared to the others which 'ping' if that makes sense........phew ,I am glad I got that all off my chest!!!
