Strange movement?

I noticed earlier when moving my bike, that when I applied the front brake there was a nasty clanking noise.

Upon inspection, I found that the brake disc was a little loose on the hub and would rock back and forth.

Thing is, its not the bolts themselves that are loose, but the little rivet things between the disc and the center piece that bolts onto the hub.

The disc seems to shuffle on the rivet things.

This normal?
