PCV map 0% throttle range

Almost none of the maps for 04-06 XTX's I found here in the forum have fuelling changed in the 0% throttle range. Is this because the pcv map has no effect with closed throttle?

This suprised me because it was hinted CO increases were made to make the run better at low RPM and the increase in CO is supposed to have effect from 0-2% throttle. Would increasing fuel at 0% in the pcv map not also help with against surging and make the bike run better in low rpm range? Say 2000-4000 rpm were surging occurs..
