does handle bar have dampers?

I have noticed it is moving a little bit when it's being pushed harder.
Is it normal?

Yes they have rubber bushes in the top yoke which the risers bolt through. You will detect some movement.

It is also worth noting that these rubbers are easily disturbed in a fall. Many people drop their bikes and think they've bent the bars, when all that's happened is the risers have become misaligned in the rubbers. Just loosen them under the yoke, give them a waggle and and retighten.
