Unhappy Fork oil

Needed to change my head stock bearings so at the same time thought i would change fork oil on droping the top off the forks oil came out was thin filthy and grey graphite in colour with both bottom bushes worn is this normal for a bike with just 12K on the clock also both top and bottom head stock bearing to be changed due to rusting and lack of grease.
