Quite often this sort of thing is a bad connection, loose connector or an abraded wire somewhere.

The fuel gauge circuit has a built in diagnostic function. If it flashes 4 times then goes off for 3 seconds (in a repeating cycle) it signifies a short circuit and if it flashes 8 times and goes off for 3 seconds (repeating) then it means there is an open circuit fault.

First thing Id do is check the connectors in the circuit, particularly the one on the fuel pump housing under the tank. If that doesnt cure it then you can check the resistance between the green/white and black wire terminals on the pump housing with a full tank and an empty tank. There should be full continuity or a very small resistance when its full and a high resistance when empty. AFAIK there arent any actual figures given in the service manual, but Ill have a look and check when I get a minute.
