You really need to put that question to the tax office as they know your personal details - however... selling your bike does not ordinarily attract any tax. exceptions would be if you were doing it regularly, as in a business or if you made some gains on the difference between what you paid and sold it for.

People sell their bikes and buy new ones all the time - I've never met anyone who paid any tax on it.

The CBX or XT-R/X, They are different bikes, I've no experience with the Honda (other than a dalliance with a NC750X), but they are super reliable and get good reports. The best thing to do is look around the dealers and see if you can have a test ride. The XT will be a little more difficult to get a test ride as you'll be looking at the second hand market, but always worth a try.

Personally... I'd go for the big single over the little twin, there is a better sound and improved road presence in my opinion. The Yam has a character that Honda just can't manage.
