if you can 'jack-up' the bike under the sump guard you will be able to grab the bottom of the fork legs with the steering facing straight ahead and if there is play in the bushes within the legs you may well feel the legs click as you move them back and forth. Try and isolate any clicking by not mistaking it for headstock free-play.

I had a similar sensation with a new front tyre that wasn't seated on the rim's bead properly. It needed deflating and lubing and then re inflating to force it correctly on the rim properly and then the pressure dropping to the correct amount.
