I had this on mine and have had similar on various bikes...take the throttle housing apart..cables out and flush them through with wd 40 or similar..I then used a lube with ptfe in it...

The throttle/twistgrip on mine was also fouling on a build up of rust and what I assumed was some kinda grease which had formed an effective paste stopping it returning smoothly..
