Silicone is not dense or heavy enough to make a difference. Filling them with lead shot is the traditional way of dealing with handlebar vibes on British singles and parallel twins. Works a treat in my BSA A65 bars. You'll just need to get shot small enough to flow through the threaded inserts at each end of the bars to make this method work on the XT.
