In a word... No.
You need to invert them and pump them in and out to expel all the old oil. If you don't, and just try and draw it out with a syringe and long tube as some people try and do to save time, then you'll never know how much oil got left behind and it will therefore be impossible to gauge the exact amount to fill them up with. Also, without inverting and pumping you will inevitably end up with the sludgy stuff stuck at the bottom left behind.
