When the injection system is running in the closed loop and the ECU is taking on board information from the O2 sensor (whether stock or with an Optimizer) whatever is in those cells in the PCV will be overridden. Those cells in the PCV map only come into play when the injection ECU mapping is in open loop and, when in the open loop, whatever the PCV fuel trims were before the Optimizer was fitted will apply just the same thereafter.

All the Optimizer does is preset the closed loop fuelling to around the 13.6:1 mark by intercepting and altering the O2 sensors signal to the ECU (without it the preset A/F ratio is a very weak 14.7:1). Having a closed loop of 13.6:1 will more closely match what the PCV is tune to run in the open loop (usually 13.2-13.6:1) so you don't get any ugly flat spots, surging or nasty big steps in the transition between closed and open loop.
