Yes, WR forks can be made to fit the Tenere by using a WR/YZ bottom and top yoke with the Z steering stem pressed in. You need to be careful though that you get the right yokes to match the forks as early WRs had 46mm items, which then became 48mm, and from 2005 (although still 48mm) they are 1mm wider than the <2004 ones!

I would also give some serious thought to upgrading the stock forks. A lot can be achieved with little expense. I run Ohlins 6.0N linear springs, SAE10 oil and Teknik V4S valves (emulators) and it makes a world of difference. Maybe not as much as fitting a good quality USD setup, but more than enough of an improvement for the average trail/road rider and infinitely better than stock (with an better quality aftermarket shock at the rear).
