Are you absolutely positive you had the "I" mark on the rotor lined up with the notch on the inspection cap hole and not part of the "H" mark that comes before it? If you set the valves by one of the vertical lines on the "H" by mistake then the valve clearance will be non-existent at TDC and the either the inlets or exhausts (depending on the stroke) will not close fully causing a compression leak and a rough/non-running scenario.
