Fitting the Fuel mod as per the instructions + the O2 controller will correct the lean A/F ratio in the closed & open loops.
If your bike still show signs of surging it is unlikely to be A/F ratio related & would need to look at a few other things that make these bikes surge on the mechanical side. The biggest thing that makes the 660 surge is the rear sprocket damper rubbers that have free play in the rubbers.
