Get the engine warm and then turn the screw on the LHS of the throttle body shown in the picture clockwise to raise the idle speed.



If yours is cold idling at 1000rpm, then it will be set too low. The fast (cold) idle mechanism just raises the idle by a fixed amount over the normal setting, thus yours is definitely out.
