I certainly had this problem from when the bike was new, and I've heard ramblings from owners of early 2008/2009 models over the years who've had the same bother.

I nagged my dealer sufficiently hard enough to get it changed just before my warranty expired, which they did, and it hasn't fogged up since!

I think it is less to with rain and water getting in, but more to do with atmospheric humidity (which is high where you are!) What happened with mine was that, when you started the bike, it began misting up as the heat generated from the illumination etc. in the dash forced the internal moisture to collect on the coldest part, which is the screen. Eventually, as you rode further, the misting started to disappear as the temperature of the screen equalised with the rest of the inside of the dash unit. I don't think the moisture ever went anywhere, it just became part of the atmosphere inside the dash again. Then the whole process started again the next day the bike was started! Made no difference whether it was wet or dry, just did it more obviously when ambient temperatures were lower.

Not sure, but maybe the venting system on the back of the dash was modified later. I ended up getting it changed in 2010, so I could quite easily have a dash of later manufacture?
