As for your carbs - did you clean them fully before fitting them? They're notoriously troublesome if the they get any muck or old tarry fuel deposits in them. Particularly the small filter screen under the float valve needle.
You will need to set them up. Float level, pilot air screw (3 turns out) and most importantly the point at which the secondary carb starts to open.
Check all the hoses are connected and you haven't got any vacuum leaks. If the carbs have been standing dry for any length of time the diaphragm in the secondary CV is quite likely to have perished (or become unseated) which can cause exactly the symptoms you describe.
