Yes, I would certainly not recommend these without handguards.

I'm pretty sure that at 70mph+ these would press on your brake lever.

If you want a set with holes ready for your bar weights, go for R317.
Otherwise, go for R319 which I've done.

Fixed mine with cable ties and a couple of jubilee clips for security
