Have you looked at caliper piston??

Is it clean? Does it move back fairly easly when you press with your fingers?

Maybe its seized and when you press the brake it does push/squezze the pads onto disc but it doesnt move back??

I would give it a good clean up (take pads off, press gently on the lever to expose the piston bit more an clean it then push it bask with your fingers)
