More or less yeah.
It's worth checking the steering stem length on the intended bikes. The Tenere one is quite long, so the yokes might be a bit further apart than they would be. Not a problem as long as they still clamp on the right bit of the forks - you'll note they aren't a single diameter all the way up.
Lockstops - I'd be surprised if the ones on your donor set of yokes will be right for the Ten, but that should be easy to overcome if you've got access to a machine shop. The ones on the OTR yokes (for WP48 forks) are just round bushes bolted into a tapped hole on each side of the bottom yoke.
Springs - I'd just try it and see before you commit to having the forks rebuilt, you might be surprised - depends if the forks are sprung for a fat motocrosser or a lightweight enduro rider

Yeah, steering lock just won't work unless you're very lucky with the amount of material on the top yoke and can do some clever machining.
