The speed, in most courts would have seen a ban, up north more probably 12 months (unless you are Shame Ward, who got away with 5 points for 113mph on the M74 last week).
The braking, that was clearly Dangerous Driving,
if he'd killed someone, that would have been a mandatory jail sentence. He didn't but an extended re-test should have been imposed at the least. These were novice riders, clearly identified, yet he took action that was deliberately intended to cause alarm and/or distress to a vulnerable road user.
I think when people are banned by a court (rather than totting up for multiple minor offences), or when they receive a second band it should be mandatory to take an extended retest. It's too easy to get behind the wheel of xxxx without the right attitude, if people won't change, then change the people....
