There was two transition years I think. Bigger bikes were restricted in one year and the top 50 riders had 450 or HP restricters fitted the next. KTM developed the 690 rallye just for the Dakar and two years later it all changed to bring in other manufactures.
I think this is the first year 450 is the limit that's why Honda have entered a factory team as they have a level playing field to challenge on.
