It's because the risers are mounted in rubber bushes in the top yoke.

TBH when I had the stock front end in I never found I needed to loosen anything off, I could usually straighten it up sat on the bike just by forcing the bars against the lockstops.


Rather than using extra risers, another option is to change the bars for Renthal 613 bend. Gives about 25-30mm raise at the grips, and works with the stock cables.
