Here is a good view of the tank that shows how low the fuel pick up is and where the the fuel is carried.
Sure you lose a bit in the wing area as with most tanks like this but it is not that much.
I have put 20.5 ltr of fuel in before and the bike was still running, also there was still fuel around the fuel pump (yes I checked) so i'm guessing maybe closer to 21ltr useable.
Sometimes you may get different tolerances during manufacturing to account for more or less capacity.
Pete maybe that cold weather over there has shrunk your tank haha.
