My best has been 460km and it took just over 20ltr to fill up again but she was still running (and that was sitting on 110kph with panniers on).
I think riding on the road or off is a little different to a static test because the fuel is moving around and can get to the rear of the tank.
But yes you are correct that you cannot use all the fuel in the tank.
