Yes, front & rear.
It's a cheap upgrade that gives the bike a different feel, more so from the front springs than the rear.
The OE springs had about 20mm of sag over the Hyperpro when fitted, and sat on the bike.
I think with your plans, I'd stick with a shock replacement, and maybe use a spring upgrade for the front to balance the bike out a bit. The rear still gets overwhelmed on rough roads at speed after a while.
