I've found ACF-50 on spokes has generally done the trick, reapplying it once a month or so. However, in the dark ages before such marvellous inventions I always used normal grease smeared on with fingers on spokes and chrome rims. Another good rust proofer is chain saw oil, it's very sticky and a bit messy to apply (watch discs) but seems to last the winter and is resistant to power washing too.
For touching up small, non-aesthetic stuff like stands and springs I've sometimes used Hammerite satin finish black, but more often than not just grease or oil them.
