I preffered the idea of hard luggage on the motorways but the cost is ridiculouse. I liked the idea of the soft luggage as i could get a good quality set for a reasoanble prcie and if the bike got dropped i wouldnt run the risk of bending or cracking any frames. But it looks like even softs need a panier racks to keep them stable at speed reducing their appeal. I did some digging and have found what looks to be a very reasonable hard luggage set up. Good size for what i want and a good price. They claim to be 100% water proof but even if they are not using dry bags as liners is no big deal.
Any one tried these, general reviews on the net seem good:

For the price they seem fantastic! 216 for the pair of 21lt paniers and frame. They wont see any off road as all the off roading i plan to do will be once the bike is stripped down in Italy.

Great choice, I did 2 tours on an earlier bike with exactly those panniers and have photos to prove it. They are remarkable value and will not leak even in a torrential downpour on the Paris ring road at 5 PM on a Friday night (I Know) These are going to serve you way better than soft luggage. Bit small at 21L as I recall but with 2 of them I was able to cope well enough. Quick to remove/replace. Just locate and click into position.
