I made one from an old Divvi 900 sports rack (Renntec) I had.
By inverting the grab handles and making small ally brackets the mounting of my Oxford Lifetime Panniers cleared the CCC carbon stubbies and still maintained a slim profile for weaving in traffic whilst enabling two hex screw fitting and demounting.
Cost - nowt.
