Dry Bag
 

I got a couple of Dry bags from Aldi today. 40 Litres capacity for �6.99 each so good value for strapping to bike for storing items for a weekend or more away.

Not quite such a bargain as yours, but you do get rucksack straps for carting it about off the bike, and there's a second set of clips half way down for when it's not full.
